        Eduard Ricaurte, M.D., Ph.D. - First Vice-President 

Dr. Ricaurte was born in Cartagena , Colombia . He graduated from the University of Cartagena School of Medicine in 1989. His interest in aviation and aviation medicine began in 1990, when he worked as a Manager of Health/Medical Programs for the Colombian Civil Air Patrol. In 1992, he completed training in aviation medicine at the National University in Bogotá , Colombia .

In 1993, Dr. Ricaurte became the Chief of Aviation Medicine Division in the Civil Aviation Authority of Colombia (CAAC). In that position, he had the opportunity to deal with broad spectrum of activities in the areas of aeromedical certification, airport health services, and aircraft accident investigation. At the CAAC, he organized and led the first Human Factors Group in accident investigation. In this position, he was involved in the investigation of several major aircraft accidents in Colombia . In 1996, he went to Oklahoma City , to receive post-graduate training in Aviation Medicine and Aircraft Accident Investigation.

After completing his Master of Science’s degree in Aerospace Medicine at Wright State University in Dayton , Ohio in 2001, Dr. Ricaurte completed a Ph.D. degree in Human Factors Engineering, where he is doing research in Spatial Disorientation. Dr. Ricaurte also has been a professor of Human Factors at the Military University in Bogota-Colombia, since 1993, a member of Aerospace Medical Association (AsMA) since 1993.  He also has been active as a speaker in aviation medicine, human factors and aviation safety at various international meetings in Latin America and the United States .  

          Estrella Forster, Ph.D., FASMA - Second Vice-President 

Dr. Forster was born Estrella de Maria Mercedes Elena Forster y Cornejo in México City, México. The family relocated to San Antonio, TX  in 1977. She is a graduate of the University of Houston, Houston, TX (B.S.) and Drexel University, Philadelphia, PA (M.S., Ph.D.). Her professional career has included serving at the USAF School of Aerospace Medicine, BAFB in TX; USN NAVAIR in PA & MD; and USN Commander THIRD FLEET in CA (1984 - 2004). Dr. Forster also served as adjunct professor (1994-2002) at the graduate departments of Drexel University and the Florida Institute of Technology in MD. She joined the FAA Civil Aerospace Medical Institute (CAMI) Aerospace Medical Research Division in Oklahoma City, OK in November 2004. Dr. Forster's experience encompasses 21 years of RDT&E efforts. Her technical accomplishments have focused on aircrew systems, specifically life support equipment addressing the acceleration, altitude, thermal, and chemical-biological environments. She introduced and delivered USN Aircrew Integrated Life Support Systems for high performance rotor and fixed-winged aircraft. She also conceived, developed, and delivered the Collaborative Operations and Responsive Technology EXperimentation (CORTEX) facility, THIRD FLEET's Command Center. Dr. Forster is a Fellow of the Aerospace Medical Association. She is also a NAVAIR Fellow and a member of several professional organizations. Her work is described in over 100 publications. She currently resides in Oklahoma City with her family, Joel Isadore and Cosita, their spoiled miniature poodle.

 

Carlos E. Staff, M.D. - Treasurer

Dr. Staff is the Chief of Aviation Medicine for the Panamanian Directorate of Civil Aviation (DGAC) in Panama City, Panama.  He is a 1969 graduate of the Universidad Nacional Autonoma de Mexico (UNAM) and specialized as an orthopedic surgeon.  Dr. Staff has had a life-long interest in aviation medicine and in addition to his position with the DGAC he is an instructor in Aeronautical Administration at the Santa Maria la Antigua University in Panama and is a researcher in occupational stress of aeronautical personnel.  Dr. Staff is active in many aviation medicine organizations including the Aerospace Medical Association, the Mexican Association of Aerospace Medicine, the Mexican Council of Aerospace Medicine, Panamanian Society of Aeronautical Medicine, the  Civil Aeromedical Association, and the Colombian Association of Aerospace Medicine.
