GAME OF THE GENERALS FEDERATION (GGF)

Subject : Competition Rules of GGF sanctioned tournaments

GGF RULES :

All games shall be conducted under GGF competition and playing rules.

WHO CAN COMPETE :

Only officially registered players may compete. ( valid ID is required )

SCHEDULE :

Games start per time scheduled or if revised, as announced by the tournament director. It is the players' responsibility to take note of
any changes in schedule of play.

POSTPONEMENTS & DELAYS :

The tournament committee shall not allow any postponements or delays regardless of reason. Entry into a GG tournament assumes
responsibility of the player to adjust his time to the playing schedule.

GRACE PERIOD :

Players who are not in their respective tables by official starting time shall be given a grace period of thirty (30) minutes. Players who are not seated at their assigned tables at the end of the grace period automatically loses the game by default regardless if their opponents
waive such option.

NO STEPPING OUT :

Players present at the tournament site are required to enter the official tournament playing area when announced by the tournament director.
Unreasonable delays will be penalized by a point deduction from the player's total score. Once inside the tournament area, a player cannot step out without the express permission of his opponent and the tournament director.

FIVE (5) MINUTES SET-UP

Each player shall be given five (5) minutes to arrange his pieces commencing from the time when both players are present.

COMPLETE :

A player is deemed to have made a complete move upon his release of his playing piece on an adjoining square on the board.

A player is required to move the piece he has touched. In cases where the player touches several pieces, he must move the first piece that he has touched provided it shall not constitute an illegal move.

TIME LIMIT PER MOVE :

A player is allowed a maximum of two (2) minutes per move. A player
over-stepping this limit three times, automatically loses the game by technicality. The game arbiter is under no obligation to warn the player of the approaching time limit.

EXPOSURE OF FLAG :

A player may expose his own flag at his own risk.

EXPOSURE OF PIECES :

Exposure of one's own piece(s) either intentionally or unintentionally causes the player to lose his next move.

A player who causes the exposure of his opponent's piece(s) either intentionally or untintentionally automatically loses the game.

The exposure of piece(s) caused by nature, e.g. wind, falling objects, etc. shall mean the automatic replay of a game.

REMOVAL OF PIECE(S) :

A player who removes his opponent's piece(s) intentionally or unintentionally automatically loses the game by technicality.

THIRTY (30) MOVE RULE :

If no challenge is made after thirty (30) complete moves from the start of the game, the player with more pieces across the midpoint of the board automatically wins the match.

If no piece from both opposing sides has cross the midpoint or if there is an equal number of pieces by both players that are beyond the midpoint, the game will be automatically declared a draw.

FIVE (5) MOVE PERPETUAL :

A five (5) move perpetual position results in a drawn game.
This happens when an attacked piece, which faces immediate challenge by an opponent's piece, moves five (5) consecutive times within the same two (2) adjacent squares.

SIXTEEN (16) MOVE PERPETUAL :

A sixteen (16) move perpetual position results in a drawn game.
This happens when an attacked piece, which faces immediate challenge by an opponent's piece, moves sixteen (16) consecutive times through more than two (2) squares of the board.

DRAW FOR RESPECT :

Games deliberately drawn "out of respect" will only be allowed between two (2) players of equal rating. Should they agree to draw for respect, both must play at least 10 complete moves and sign the record slip as having both agreed to a draw for respect.

COLLUSION :

Players found guilty of obvious or surreptitious collusion with each other shall be banned from further participation and all future tournaments. Collusion includes signals, deliberately losing a game for the purpose of helping another player move up in standings, or any other similar form of dishonesty.

ARBITER'S DECISIONS' FINAL :

As a general rule, the arbiter's decision is final and carries a heavier
weight. Protests regarding an arbiter's mistake must be brought immediately to the attention of the tournament director. Confirmations
of the arbiter's mistake shall mean the automatic replay of the game.
No protesthowever will be entertained if the game concerned has already been concluded.

APPEALS AND FINAL :

Appeals and protests other than those regarding an arbiter's mistake
must be referred to the tournament committee in writing within 24 hours of the questioned incident and submitted to the tournament director.

TOURNAMENT DIRECTOR :

The tournament director shall have absolute authority over the conduct of the tournament. Whenever necesary, he may change or modify the rules in consultation with the tournament committee to preserve the integrity of the event. His decisons are final.

ADJUDICATION :

Playing time limit per game is two (2) hours. Games not finish after the period specified may be terminated and decided by adjudication. The arbiter ans tournament director are not oblidge to warn players of the
approaching time limit.

ADJUDICATION PROCESS :

The basic rules in adjudication games as formaulated by the GGF are as follows:

1. At the end of the time limit, the tournament director or the arbitrator shall turn face down all pieces of both players as they appeat on the gameboard.

2. Both players will be requested to "read" or analyze the ranks of their opponents' remaining pieces on board. The allowable time is fifteen (15) minutes.

3. Two (2) points per correct reading will be awarded each. One (1) point is deducted for each incorrect reading. A player may abstain from reading one or more pieces which he or she is unsure of. The total number of points earned from reading shall be known as the Net Readership Score (NRS).

4. A player can only read and indicate one piece as a flag. Pieces or ranks that are obviously out of the game as in the case of spies and privates reduces the player's option to what is still in.

5. For analysis, the players concerned will be provided by the tournament director or arbiter with an adjudication form on which he must write the identity of his opponent's pieces.

6. In addition, the actual value of a player's piece remaining on board will be added. The NRS points plus the total Aliwalas Value of pieces
(AVP) will constitute each player's Total Adjudication Score (TAS). The player with the higher TAS wins the adjuducated match.

7. Basis for the AVP shall be value computed by Januano Aliwalas as published in the Sept-Oct 1973 issue of the College of Science Journal of the University of Sto. Tomas, Manila.
