COMMUNITY COUNCIL
On September 27, 1964 a public meeting was held to determine if Fox Harbour would be incorporated as a Community Council.  With 117 people present, 94 voted in favour of incorporation and 23 against.
The first council was then elected which consisted of:

Patrick Duke   - Chairman
John J. Healey Jr. - Vice-Chairman
Thomas Spurvey
Kevin Carroll
Francis L. Healey
The Certificate of Incorporation was issued on October 8, 1964 and councillors took the oath of office in November 1964. On the Certificate of Incorporation it is stated that "the Community is hereby authorized to provide and maintain the following services and controls: 

*Fire Prevention & Protection                               *Water Supply
*Garbage & Waste Disposal                                 *Playgrounds
*Sewerage                                                            *Sidewalks
*Local Roads                                                        *Distribution of electricity
*Street Lighting                                                     *Buildings                                  
*Sub division zoning                                              *Animals at large
At the first annual meeting of the Fox Harbour Community Council the following motions were made:

*an annual fee of $10.00 per year.

*a business tax of 1% per square foot of floor space.

*a number of mercury vapour street lights be installed at $4.25 per light per month.

*that the responsibility for the fire equipment be taken over from the Volunteer Fire Brigade and pay the Bank of Canada the balance of loan secured by fire department.

*that council undertake the project of building a new community building under the Winter Works Program and the Centennial program.  This was to include the Fox Harbour Comrnunity Office, and Library.

*Federal and Provincial government would pay two-thirds and council would pay one-third.
The first budget was presented with a total projected expenditure of $13,480.00.  The rest, as they say, is history.
All of these projects were undertaken and completed.   Many changes have occurred over the years including the tax rates, which have increased considerably.  This past year the title Community Council became obsolete and the municipality is now known as a Town Council.  The future is unknown.
