Todd has done a great service to the FC community by starting and keeping this great work alive and current. Be sure to check out Jonathon Moore & Tom Finelli's stuff. They don't have their own webpages but they are definitely a couple of the best FC customizers out there.
The premier FC customizer on the face of the planet. Blair has done all kinds of great work and has included some patterns for us all to try our hand at this hobby. Blair also makes customs for order for those of us who don't have the time or inclination to try them on our own, or if you just want to own a great piece of art.
FC customs from across the big pond. Based in England, Nick is also one of the premier FC customizers in the world. His work has been featured in Toyfare and he was my inspiration for getting into this crazy hobby. He also has included a patterns page for us to try.
Some of the most unique and innovative FC customs you'll ever see. Tung Nguyen's work has to be seen to be believed. He does his own headsculpts and has made some amazing alterations to all of the FC bodies.
Joel Fox is a great guy and has a plethora of great figures. He has immortalized a bunch of great obscure Marvel villains in plastic and has really made a name for himself within the FC community. He has some really cool group shots up as well. You don't want to miss his Uncle Sam and Baron Blood, they're my faves!
David Stephan does excellent work as well. Among his best are his TV Batgirl and Judge Dredd to name a couple. Definitely worth a look. His figures are very inspiring.

Here you'll find the work of Vince Callaghan. He has a very nice page with some very fine customs and lots of extras. Vince also supplies patterns for FC customizers at large. I love reading Vince's recipes.
Shawn Forrester's page is full of great customs from the world of Marvel & DC comics as well as some independents.
