Information on the situation for homosexuals in Mexico:

Legal

Homosexuality is legal in Mexico. Large gay communities exist in the big cities and tourist centres, like Mexico City, Guadalajara, Tijuana, and Acapulco. There are several groups and organizations and a number of publications are being printed.

Some local laws and regulations limiting the rights of homosexuals may still be in effect, but on the federal level the final adjustments of the Penal Code in December 1998 removed any discrimination based on sexual orientation. Though the legal system may be at par with human rights, there are several reports of harassment and abuse against homosexuals and transvestites, even by the police and other officials.

Keep in mind that this is a huge Catholic latin country, with a predominantly macho culture. Still, it is a nation of several peoples and attitudes may vary.
