Conclusion

IMO, the Archival editions are definitely going to happen. If you watch the dates of the reports, you can see a certain change of direction:

g 1999 – 2000 : no ultimate edition

g 2001 – 2002 : an ultimate edition

IMO, George Lucas decided after TPM and while making AOTC, that he wanted to complete his saga as one big story once and for all. Therefore some additions in the OT are needed to shorten the gap between the Classic Trilogy and Prequel Trilogy.

That would also be the reason why they haven’t released the OT DVD’s yet. The archival/ultimate edition would be the final version of the saga.
