Virginia Militias & Wise Legion
After Phillipi, General Garnett took command of all forces in the Trans-Allegheny Department.  The Virginia Militia was called into service in late June and by June 25, the 27th Brigade Virginia Militia, with General Beckley commanding was mustered. The companies at Lewisburg and Staunton were mustered as the 19th Brigade and drilled at Lewisburg in early May. The Virginia Militia of the 27th and 19th Brigades were assigned to Fayetteville during the summer to guard the routes from Gauley to Fayetteville, and brigaded with the Volunteer Kanawha regiments at Camp Defiance, Sewell Mtn.

Gen. R.E. Lee ordered Gen. Beckley to join the Wise Legion as the 35th Regiment of Volunteer Militia Aug. 15.  "Alfred Beckley, the colonel of the 35th Regiment of the Virginia Militia, writes to Gen.  Lee, complaining about the trouble he was having finding sufficient men. He said that he had about 250 men from Raleigh and Fayette counties, and hoped to muster into his regiment four companies newly organized in Mercer county. But when he went to Mercer, the units refused to join his regiment"    (General Order 24, Lee  creates 35th Virginia Regiment- June 1, 1861)
June 6, Brig. Gen. Henry Wise was appointed by Govenor Letcher to raise an Legion and also to all Provisional forces in the Kanawha and Greenbrier.  The Wise Legion arrived in Lewisburg in late June and had Col. Echols command join him. Echols had been sending new companies to Staunton, even before they were commisioned, and they were being sent north to Lt. Col. T. J. Jackson at Harpers Ferry and to General Garnett at Laurel Hill. General Henry R. Jackson had been commissioned on July 4, and arrived just before Gen.Garnett was killed on July 13 at Laurel Hill, and Gen. Jackson took over command of the Trans-Allegheny Department, Northwest Virginia.

General Wise went to Gauley and on to Charleston, where Tompkins volunteer companies joined him, and the combined forces moved to Ripley by the end of June, just as the 35th Regiment was forming at Fayetteville.  As the militia was forming and being re-organized, many men joined the volunteer companies of Col. Tompkins and Lt. Col. McCausland instead. The volunteer Kanawha Regiments were organized into the Wise Legion at Gauley Mount.
