Brig. Gen. Robert S. Garnett , General Lee's Adjutant since May, arrived to command Confederates in the Allegheny Mountains and commissioned Colonel Christopher Tompkins to organize volunteer forces in the Kanawha Valley with Lt. Colonel John McClausland to assist May 3, 1861. On May 13, Col. Tompkins appoints 4 police district captains: No 1. James Muncy, No 2. E.B. Bailey, No. 3 Samuel Lewis, No. 4 Francis Tyree (Sewell Mtn). Volunteers first mustered and drilled by Alfred Beckley at Fayetteville, and rendevouz at Camp Tompkins.
