MALUKU
General Situation
Bombings and shootings incidents took place almost every day in Ambon City, some
with tragic results.
On 9 November, two Muslims carrying a bomb in Ambon were killed when the bomb
accidentally detonated. One of the men was confirmed to be a soldier.
On 12 November a device left in an electronic shop detonated killing 2 Christians
including a child and injuring 4 others.
On 13 November, a Christian boat in the Ambon Bay was attacked by two other boats
with automatic weapons. 2 people were killed and 6 others injured, some seriously.
On 14 November 4 TNI soldiers on foot patrol in Ahuru, Ambon were hit by a booby
trap. One suffered severe injuries and two others sustained minor injuries.
Due to this increase in violence, both communities are setting up new barricades.
There are fears that the violence will continue in the coming weeks. Aid agencies in
Maluku have decided to curtail all but their most urgent activities outside Ambon and
to reduce movement of staff in the city.
Population Movements
There are reports that the people from Waimulang, in south Buru, who were attacked
on 1 November, have begun to return to their village. However this has yet to be
confirmed. More then 2,000 people, including IDPs from other areas, were living in the
village prior to the attack.
Assessments
An assessment team from USAID and IRIS (Institutional Reform and the Informal
Sector Institute, University of Maryland) visited some of Mercy Corps's funded
micro-credit projects, which are implemented by local organisations. The aim was to
better understand the challenges and methodologies used, as well as to evaluate the
performance of Mercy Corps's local partners.
Mercy Corps sent a monitoring team to Tual, Kei Islands.
IMC sent a team to Namlea, Wamsisi and Leksula for a health assessment.
Save the Children UK has postponed a planned education assessment in Haruku due
to security reasons.
An AcF and MSF-B joint assessment of basic needs in Waimulang, South Buru has
also been postponed because of security concerns.
Food Security and Agriculture
AcF's seed and toolkits distribution to 610 households in Wahaii, North Seram, was
completed this week. AcF will now be targeting 1,222 households in Buru for similar
assistance that will be given during Ramadan.
Health
IMC reported that 5 new doctors would be arriving in Ambon on 23 November to boost
their rural health programmes. One doctor will be sent to Masohi to replace the doctor
who left two weeks ago. A surgeon is already in place in Tual, Kei Islands.
MSF-B's mobile clinics started operating last Monday. The NGO also reports that a
medical nurse will be arriving next week to work in their Outreach Programme.
UNICEF has completed the distribution of Vitadele (complementary food for children)
in North Buru and has sent Vitadele supplies to Waimulang, Buru.
Water and Sanitation
Mercy Corps completed their project to provide water to four villages and eight
sub-villages in TNS, Seram. The system will provide water to over 12,000
beneficiaries, or 75 percent of the population.
Shelter and Non-food Items
Mercy Corps programme staff are currently in Wahaii, North Seram, to evaluate
shelter requirements for returnees. The NGO also reported that the non-food items
sent to the IDPs in Waimulang last week had been given to the beneficiaries.
AcF's income generating programme is ongoing and has so far benefited 200
beneficiaries.
Education
On 12 November, Mercy Corp conducted training for over 35 local NGOs in basic
accounting, financial reporting and donor regulations in Ambon. A similar training
session for local NGOs in Masohi, Seram, will be conducted on 19 November.
UNICEF completed a workshop for social development in the next 5 years for Buru.
The workshop covered health, education, advocacy and children in need of special
needs.
UNICEF will also conduct a workshop next month for district health officers and local
NGOs on basic health needs of children and women in IDP camps.
Other
Mercy Corps has funded a local NGO to support a traditional dance (Senam Sarojo)
exhibition at the City Hall this week. This event brings Muslim and Christian groups
together.
NORTH MALUKU
Assessments
AcF is conducting an assessment of rehabilitation needs on Doi Island, Loloda
sub-district.
Officials from the British Council School Improvement Grant Programme are visiting
Tidore and schools in Central Halmahera district to evaluate and monitor progress of
an education-related activity supported by the British Council.
Food Security and Agriculture
AcF distributed food, seeds and tools in Bacan.
The Fishery and Maritime Department of North Maluku district has provided fishing
equipment in the form of 26 units of ketinting (small traditional canoe) for fishermen on
Makian Island, in Kayoa , Gane Barat and Gane Timur sub-districts.
Health
MDM is continuing its health activities in Jailolo, Sahu and Ibu sub-districts, North
Maluku district.
IMC is assisting with the provision of health services at the main Puskesmas (health
centre) of Tobelo, Galela, Kao, Daruba & Posi-Posi Rao of South Morotai and Bere -
Bere of North Morotai sub-districts. During the week, IMC conducted a seminar on
Rao Island, Tobelo sub-district, on integrated management for ill babies. Nine nurses
and midwives from Daruba and Bere-Bere attended. A similar training was conducted
in Kao, Malifut, Galela and Tobelo sub-districts from 12 to13 November.
The WVI health support programme conducted discussions and training on
breast-feeding practices, home health practices and immunisation in 25 IDP
campsites in Ternate City. 453 mothers were involved.
Water and Sanitation
MDM continues to support and monitor the construction and rehabilitation of MCKs
(the combination of wash, bath and latrine facilities), Puskesmas (community health
center), Pustu (satellite health centre), wells and water-pipe installations in Jailolo,
Sahu and Ibu sub-districts.
WVI cleaned 51 wells in villages in the sub-districts of Malifut, Kao, Tobelo, and
Galela to support the IDPs returning to these villages.
Shelter and Non-food Items
AcF distributed rehabilitation materials in Gaino village, Gane Timur sub-district.
WVI distributed roofing kits through 9 self-help groups for 103 families in five villages of
Malifut sub-district.
Peace-building and Rehabilitation
A British Council - BBC sponsored workshop on responsible and accurate reporting in
conflict areas was held during the week in Ternate City. National and international
professionals organised the programme, which 27 local news correspondents and
provincial officials attended.
The UNDP Programme Manager for the Conflict Prevention and Recovery Programme
(CPRP) for Maluku and North Maluku is setting up an office and starting activities in
Ternate. The project aims at supporting activities related to peace building,
reconciliation, the return of IDPs and community-recovery. Government departments,
NGOs and the community are expected to be actively involved. Once established in
Ternate, CPRP is expected to open a sub-station in Tobelo or Galela in the coming
weeks.
Sixteen IDPs attended a training in furniture-making on the premises of the North
Maluku department of Industry and Trade, who noted that IDPs from Tobelo great
talent for crafting furniture from coconut trunks.
CENTRAL SULAWESI
General Situation
The daily Radar Sulawesi Tengah reported that an unidentified group attacked the
village of Kayamanya, Poso district, at 01:25 AM on Wednesday (7 Nov.). After
burning down a house and opening fire on the residents, the attackers made their way
to Sayo village, where five barracks and a few houses were burned down. There were
no reports of casualties.
The same newspaper reported another exchange of gunfire on Friday (9 Nov.) in
Lembomawo, Poso. Two people were wounded. Earlier in the day, a residence was hit
in Gebangrejo village, Poso, while some residential areas in Buyung Boyo village were
set on fire. According to The Jakarta Pos, two people were killed and at least six
others wounded in gun battles in the villages of Gebangrejo and Kawua during the
weekend (09 & 10 Nov.).
The CWS office in Tentena reported that due to the deteriorating situation, the
residents of Poso are on full alert. Vehicles are checked and regular neighbourhood
patrols conducted. An exchange of gunfire took place in Ronononcu, which reportedly
caused many casualties. The residents of the area are afraid that the situation might
spread to Tagolu and Tentena, because they believe that Tentena and its
surroundings are seen as the main target.
The CWS office in Palu reported the arrival in Poso of an infantry battalion from
Sulawesi to keep guard on four conflict hotspots in Sayo, Kaua, Lembomawo and
Ranonuncu. On 12 November, CWS Palu reported renewed fighting in Lembomawo
and Ranonuncu. The number of casualties is still unknown.
Assessments
An inter-agency mission involving UNICEF, AcF, IMC, BAKORNAS and OCHA was
scheduled to take place in Central Sulawesi between 13-17 November to look at key
risk factors, develop possible scenarios for future developments and explore the
possibility to assist the local authorities prepare contingency plans, but had to be
postponed due to the security situation. A small team comprising OCHA staff and a
BAKORNAS representative nevertheless departed Jakarta on Thursday (15 Nov.) for a
four-day fact-finding mission in Palu, where CWS and IMC local staff members have
joined them. Having had assurances from the security forces that the situation is
under control, the group is on its way to Poso.
Food Security
The CWS office in Palu reported that on Sunday (11 Nov.) the district Social Affairs
office (Dinsos) distributed 12 kg of rice per person to Poso IDPs. However, in Besusu
Tengah village, the food ration was limited to a maximum of five members per
household.
CWS Palu was planning to transport rice from Palu to Tentena but had to cancel the
plan due to the recent events. CWS Palu will move about 117 MT of rice currently in
the warehouse of the district Logistics Agency (Dolog) in Tompira, Morowali district,
to Tentena as this is safer than bringing the rice from Palu.
