MALUKU

General Situation

The situation throughout the province has remained fairly calm during the past week. Three soldiers died in an apparent suicide related shooting incident in Ambon on 8 September. One of the victims was the attacker who later allegedly committed suicide after he murdered two fellow soldiers. Another soldier was shot and injured in the incident.

Maluku Governor Saleh Latuconsina, who is also the state of civil emergency administrator, called on Wednesday for Vice President Hamzah Haz to take special care in handling conflict in the Maluku islands, and to take different approach from that being used in Aceh and Irian Jaya, according to The Jakarta Post daily. President Megawati had put Hamzah Haz in charge of finding a solution to the Maluku conflict. The governor said there were 330,000 IDPs in the province.

The 47 suspected FKM activists who were arrested on 30 August after holding a meeting in Waisarisa, western Seram sub-district, were all released from Police custody in Masohi, the capital of central Maluku district on 5 September. Claims that TNI and Police beat the participants continue although the security forces deny this.

Before sunlight on 12 August, a Christian and a Muslim speedboat collided in Ambon Bay, injuring one person. The incident was officially attributed to darkness.

In order to reduce shooting incidents in Ambon Bay and other waters around the province, the Governor has requested all soldiers to provide a letter of permission to speedboat drivers if the soldiers are being used as escort. This is also a way to better track the whereabouts of soldiers in Maluku.

The Mayor of Ambon rejected rumours that the Municipal Government would construct a new market on ruins beside Silo church. He said that following the recent explosion between the Pattimura University campus and the Military Hospital he had been searching for an appropriate location for traders from both communities to undertake their business. He is working with the security apparatus to secure an appropriate area.

Assessments

UNICEF is presently in West Southeast Maluku district together with 2 social scientists who will assist in a qualitative study on the situation of children and women as part of the UNICEF district planning. An assessment of the Safe Motherhood Programme is also underway and will last for one month. Another one will be undertaken in Buru. Together the assessments will cover 27 health centres, provincial and district hospitals, village midwives and district health offices.

MSF-B completed a second assessment of the westernmost parts of Seram and is finalising limited assistance to several villages in the form of items such as blankets and mosquito nets as well as some water & sanitation activities.

AcF is in North Seram sub-district assessing food security, rehabilitation and water & sanitation needs.

IMC is presently in Seram where the Masohi area, and North Seram and Bula sub-districts will be assessed in terms of needs to support the health system.

Food and food security

AcF is presently undertaking its final general distribution of food and hygienic products in the Masohi area with over 16,000 beneficiaries.

Health and Nutrition

UNICEF has started to distribute the first batches of a total of 60MTs of Vitadele - micro nutrient supplements for babies under two - that will be disbursed throughout the province within this month. This is pertinent not least after reports of malnutrition particularly among children in Buru and West Southeast Maluku districts.

MSF-B is preparing for surgical material donations to the Ambon hospitals.

Shelter and Relief Items

Mercy Corps will fund 2 local NGO projects in Banda targeting 420 families through NFI distribution and shelter improvement. Present NFI projects funded in Buru are targeting 902 families in the north and 433 in the south. Mercy Corps is presently supporting 12 villages through return projects in Southeast Maluku.

Education

Save the Children - UK has established a presence in Ambon and will primarily focus on education and children in armed conflict.

On 14 September the UNICEF and OTI/USAID sponsored computer centre for both communities was inaugurated.

Conflict Management

UNICEF will organise a three-day conflict management workshop in Ambon next week. The target is youth groups and it is hoped that a network of trained "conflict managers" can be set-up.

Income Generation

AcF will begin this week with a pilot phase of income generation support in Ambon targeting 40 households.

Other

On 18-19 September, the UN Resource Centre, Mercy Corps, the local Government and several local NGOs are jointly organising a seminar on IDPs in Maluku. This is a follow-up to the 26-27 June Seminar in Jakarta dealing with displacement countrywide. Up to 100 people will attend including the Governor, the Vice-Governor, district and provincial level heads of relevant departments, local and international humanitarian organisations and IDP coordinators. The objectives are to improve the coherence and coordination of assistance to IDPs, inter alia by actively disseminating and applying the Guiding Principles on Internal Displacement.

NORTH MALUKU

General

Workers at Barito timber yard in Sidangoli (Jailolo sub-district of North Maluku district) have been on a weeklong strike demanding increase in wages. Some IDPs also worked at the yard. The TNI and Police have moved in to prevent the dispute from escalating into chaos while negotiations are going on.

Security in the province is normal and there is more traffic over land on mainland Halmahera along the Sidangoli-Kao-Malifut-Tobelo and Galela main road, mainly involving IDP returnees and traders. However, to maintain the security the new group of the TNI troops have erected more check posts along the busy highway.

IDPs

No records of IDP movement is available this week as most officials were busy updating IDP census and distributing government assistance to those still living in Ternate.

Since the onset of reconciliation process in North Maluku January 2000 to September 2001, a total of 38,968 IDPs out of estimated 197,327 have returned to their homes, according to Satkorlak reports. The annexed detailed table gives figures according to camp origin and destination of returnees.

Health

WHO and health experts from the Ministry of Heath are conducting a one-week training in Ternate on Disease Surveillance for health officials from North Maluku Province.

WHO and Officials from North Maluku provincial health department visited Manado in North Sulawesi on Wednesday for a meeting with representatives of health staff displaced from North Maluku during the civil strife in 1999-2000. The objective of the meeting was to find an arrangement to facilitate their return to North Maluku.

MDM continues to provide health assistance in some parts of the province. During the week, the organization carried out health consultation in 18 villages of Sahu, Ibu sub-districts and Makian Island and their mobile health service covered 17 villages in Sahu district.

IMC health services activities provided assistance and consultations in Tobelo, Galela, Kao, Daruba, Posi-Posi Rao and Bere - Bere. IMC doctors attended to 194 patients in Galela sub-district, 254 patients at Tobelo sub-district public hospital and 129 patients in Posi-Posi Rao. Most common health complaints found are upper respiratory tract infection, gastroenteritis and skin infection. In addition, IMC donated pieces of furniture, clothing material and medicine to Tobelo public hospital during the week.

To improve health services, especially those requiring surgical intervention in IMC area of activities, the North Maluku district health authority provided a surgeon whose services will be available for patients in North Halmahera area.

ICRC delivered medicine and equipment to Ternate City Public Hospital and to Central Halmahera district hospital on Tidore Island.

Water and Sanitation

MDM started construction of 3 wells and 2 latrines, washing & bathing facilities (MCKs) and rehabilitation of 3 wells and 4 MCKs in six villages of Sahu sub-district. MDM is also monitoring the construction of 24 MCKs and 15 rainwater collectors in 8 villages of Jailolo and Sahu sub-district of North Maluku district.

Distribution of food and non-food items

AcF continues distributing their construction kit in East Gane and it will be completed next week. Seeds and agricultural tools distribution will be undertaken in the sub-district next week.

The social welfare office of the North Maluku district, during the last 10 days, has been distributing side-dish money and rice to IDPs still staying in Ternate. The government had promised this distribution more than six months ago as a supplementary assistance. Each person received a package meant for four months (January to April) at the rate of 1,500 rupiah/day/28 days' month, and rice for the same period at 400g/person/28 days' month. Preliminary figures showed that 63,150 IDPs in Ternate have so far benefited. It is expected that when all eligible IDPs in Ternate have been reached, distribution will continue for IDPs in other areas of the province.

Reconstruction, rehabilitation & peace building

WVI has set up three programs aimed at reconstruction, rehabilitation and improvement of local infrastructure. The programs include a) provision of roofing kits, b) community rehabilitation, involving provision of fishing kit and health training, and c) peace-building, involving activities such as "Mama Bakudapa" (mother's gathering) where 90 Moslem and Christian mothers got together to share experience and traditional games and dancing. All three parts of the program are in various stages of progress in Malifut, Kao, Tobelo and Galela sub-districts of North Maluku district and the programme is expected to spread to more areas as resources permit and more beneficiaries appreciate and accept it.
