Indonesia - OCHA Consolidated Situation Report No. 45
05 - 12 October 2001

GENERAL SITUATION

Despite protests against the U.S.-led attacks on Afghanistan in Jakarta and other cities throughout the country, the overall situation remains calm and rumours of 'sweeping' activities against foreigners have so far proved to be false. Three TNI battalions and 30 armoured vehicles have been deployed to help the police in Jakarta maintain peace and order. Protests are allowed as long as they are not destructive. Nevertheless, on 12 October violent clashes between demonstrators and the police occurred in Surabaya, East Java, and a bomb exploded at an outlet of Kentucky Fried Chicken in the early hours of the morning in Makassar, South Sulawesi. No one was injured. Another bomb was discovered on the steps of the office of the Australian MLC life insurance company and taken away by the police.

MALUKU

General Situation

On 9 October, five bombs exploded in different areas of Ambon City, two of them at the city's outskirts. There were no casualties. People continued their usual activities, but more cautiously. In the early evening, additional barricades were set up.

Demonstrators have gathered everyday since Wednesday in front of the Al Fatah mosque in Ambon to protest the U.S.-led air strikes in Afghanistan. The military dispersed the crowd around noon every day. On 11 October representatives of the demonstrators proceeded to the Governor's building to meet with the Vice Governor.

Due to the air strikes in Afghanistan, a daily meeting on security for representatives of international organizations working in Ambon has been convened since 8 October to review the previous day's situation and assess the security situation during the day. Staff movement and activities are based on these assessments. Security precautions have been taken, such as avoiding movement and field trips of international staff outside Ambon. This standpoint was conveyed to the Vice Governor. Adequate protection for all agencies and staff was also requested.

Assessment and planning

An MSF-B team is in northwest Seram to assess the medical situation in the area. Another team finished their assessment of the mobile clinic program on Ambon Island. Their assessment showed that the numbers of patients treated at the mobile clinics are going down. MSF-B will introduce other programmes to complement the mobile clinic services.

AcF plans to retain only two international staff in Ambon and rely more on local staff to run their programmes. The registration of beneficiaries of a future seeds and tools distribution in Northwest Buru is ongoing.

A UNICEF team is in Saumlaki, West Southeast Maluku, to conduct a "Future Search Workshop." This assessment and planning workshop is meant to come up with possible plans for the Safe Motherhood Programme. Results of this workshop will be part of the input for a national workshop.

Food and food security

AcF is deferring their last food distribution due to security concerns for their staff. AcF will inform the population through television, newspapers and bulletin boards in public places that this will be the general food distribution in Ambon. They are planning to distribute food to 50,000 beneficiaries in Ambon.

AcF will send seeds and toolkits to Wahai village and surroundings, in the northern part of Seram. No international staff will be involved in the distribution.

Health and Nutrition

A UNICEF team went to North Buru to distribute Vitadele (a micro nutrient supplements for babies under two) early this week.

Mercy Corps sponsored the Association of Midwives to train them on nutrition and health for mothers and babies. There will be two batches, with forty participants for each batch.

IMC recruited five Hindu doctors from Bali in order to better reach the Christian and Muslim communities. They will be assigned to the community health centres (Puskesmas) in remote areas in the province to improve the health care services.

MSF-B will soon be reorganizing their Mobile Clinic medical team. They will reduce the number of Mobile Clinic teams, but will increase the number of members in each team. An outreach programme on hygiene and sanitation will be integrated in the mobile clinic activities. Health education will be given hand in hand with the provision of medical health care.

Water & Sanitation

The governor said the water company might discontinue services to the IDP camps due to the non-payment of government arrears. The governor complained that some IDPs are selling the water provided by the government to other IDPs. Other IDPs at the Wisma Atlit opened a car wash business using the free water.

Mercy Corps held a second sectoral group meeting for water and sanitation. A UNICEF-sponsored NGO started a motivator's training for the garbage and sanitation project. A UNRC staff member in Ambon served as a resource person during the training.

A Mercy Corps-sponsored community water project in Latuhalat is due to receive an award from the government. Another water and sanitation project in Tual was accomplished in four days as the project received full support and cooperation from the beneficiaries.

Shelter and Relief Items

Save the Children UK met with the head of the Provincial Education Department, Reni Soulissa, to introduce SC-UK's programme in Ambon. SC-UK hired 3 local staff to fill the positions of Logistic Officer, Programme Officer and Finance Officer.

NORTH MALUKU

General Situation

The discovery at the end of last week of the body of a returnee in a forest near Togawa village, in Tobelo sub-district, caused fear of reprisals and anxiety among returnees in the area. However, investigations this week revealed that the death was accidental. Community leaders, the security forces and the local government are conducting local meetings to re-assure the public in the area and maintain the state of peace and reconciliation.

Population Movements

The Satkorlak office reported that 317 Christian IDPs (47 families) returned from Kao sub-district to Jailolo sub-district and 135 Moslem IDPs (34 families) from Ternate to Galela sub-district on 4 October. On 5 October, 1,993 Christian IDPs (414 families) living in camps in Gane Timur sub-district returned to their original homes in neighbouring villages and another 186 Christian IDPs (59 families) returned to their homes in Gane Barat sub-district.

Assessments

AcF completed an assessment of community recovery and rehabilitations needs in Loloda and Ibu sub-districts, on Doi Island. Last week, AcF conducted a water and sanitation needs assessment in Gane Timur sub-district and an AcF team is currently in Bacan sub-district conducting a similar water and sanitation assessment.

Non-food Items

ACF distributed seeds, tools and fishing equipment to 1,238 returnees (721 families) in Loloda sub-district, Doi Island. The distribution will continue until mid-October.

Health

MDM routine consultations covered 195 patients. Frequent cases of malaria are reported, and a case of leprosy was identified in Sahu sub-district. This week MDM concluded the training of 56 traditional birth attendants and the re-training of 5 nurses and 40 midwives.

IMC continued supporting the local community health centres (Puskesmas) of Tobelo, Galela, Kao, Daruba and Posi-Posi Rao, in South Morotai sub-district, and Bere-Bere, in North Morotai sub-district. The most frequent health problems reported were upper respiratory tract infection, skin disease and musculo-skeletal related disorders.

WVI is implementing a small-scale health programme in Ternate which includes conducting a survey on mothers with children under five in 15 IDP sites in the city.

MDM activities to support health services and improve health facilities continued in Ibu, Sahu and Jailolo sub-districts of North Maluku district. Similar assistance has been extended to facilities in Wasile sub-district, Central Halmahera district.

Housing reconstruction & rehabilitation

WVI distributed corrugated zinc roofing for 734 households in 19 villages in Malifut, Kao, Tobelo and Galela districts. WVI is also reviewing the results of its recent survey on the Community Rehabilitation Programme in North Maluku district.

SOUTHEAST SULAWESI - BUTON

General Situation

SC-UK reported that violence erupted between the local population and IDP communities in Buton on Sunday night (7 October) following a stabbing incident in Bau-Bau. One of the IDPs involved is from the IDP settlement in Wakonti while the other is from Bataraguru, which has a predominantly local population and where the IDPs have already been integrated. SC-UK was unable to confirm who was injured in the stabbing attack. The situation became extremely tense on Monday 8 October, when the local population went on the offensive in Bau-Bau. Armed gangs roamed the streets, blocking intercity main roads and looking for IDPs. At least one bomb exploded in downtown Bau-Bau on Monday. Fighting and shooting between IDPs and locals forced the police to fire warning shots. Following this, between 2,000 and 3,000 locals converged on the Wakonti IDP village, which was being guarded by about 70 police. The IDPs are said to have fled to the nearby jungle. The situation was still tense on Wednesday, despite the arrival of Brimob (police mobile brigade) reinforcements from Kendari, the provincial capital. People from Bataraguru killed a person whom they thought was an IDP from Wakonti. Schools and shops were closed, many people were staying indoors and there was limited public transportation. On Thursday morning, public transportation slowly resumed and the schools re-opened. However, the situation remains tense.
