Dear Letters Editor: In "Clinton to forgive foreign debt" (9/30), Clinton bemoans the possibility that impoverished nations might have to choose between paying interest on the debt they incurred and education. Never mind that most of it whet to government bureaucrats. Hey, Bill what about forgiving our national debt so both parents don't have to work and they can afford to send their children to private schools instead of your indoctrination centers you call public schools? By the way, forgiving debt is the responsibility of Congress. They authorized the funds as a lone. Only it can lawfully change the agreements. Clinton's unilateral action it tanamout to legislating foreign aid. I suspect he never read the Constitution he swore to uphold, or he failed to understand the separation of powers between the legislative, executive and judicial branches of the federal government it embodidies, let alone the separation of powers between the federal and state governments, or between legislatures and juries (nullification) at all levels.
