Los Angeles basin has good weather. It becomes popular and populated. Its lousy air circulation traps the pollution naturally generated by the population.

Free-market

Before the air pollution becomes a problem, the population is naturally limited by the water available in the basin. The population stabilizes, because the cost of free-market water counterbalances the benefit of living in L.A.

Government Government subsidizes massive water transfer projects to steal water from private property owners along the eastern Sierra Mountains for L.A. residents. The Owens River that fed aquifers throughout Owens Valley is reduced to a trickle. When that proves insufficient, the western Sierra is drained for L.A. Its population exceeds its natural limits and air pollution becomes a significant problem. Compounding one violation of property rights with another, air is declared public property and regulations are used to curb air pollution. To avoid becoming uncompetitive relative to other States, California pushes for the creation of the EPA to make all States as costly as California.

Government that exceeds its mandate to protect life, liberty and property only creates and compounds problems. It never solves them, except by suicide.

End the stupidity. Vote Libertarian!
