MALUKU

General Situation

At least nine people were killed as an attack on three Christian areas was conducted in Ambon City on Sunday 20 May 2001. The attack followed a power blackout. Twenty people were injured and more than 10 houses burnt down. Explosions and gunfire were heard throughout the night. Most of the victims were stabbed. The alleged perpetrators are said to have military paraphernalia, to be wearing military fatigues and be armed with bayonets, machetes and makeshift firearms and bombs. The brutality and seeming randomness of the killings are a marked shift from previous attacks. This modus operandi has been followed in other attacks since Sunday.

A woman was killed and four others seriously injured when unidentified assailants launched a surprise attack on Wednesday in Kusu-Kusu village, near Ambon, Antara news agency reported.

The UN Resource Centre met with international NGOs on Thursday to discuss the situation and plans for the immediate future. International NGOs are taking a cautious approach and intend to continue their operations to the extent possible. WHO and UNICEF reduced their activities and temporarily relocated their staff. The TNI Asst. Chief of Operations has listed areas in Ambon to be avoided by agencies whenever possible.

The legal status of Alex Manuputty, the head of the FKM (Maluku Sovereignty Front), is still unclear after his arrest two weeks ago. A local media reported that he was allowed to return home last Thursday.

The South Jakarta District Court declared on Monday that the arrest the Laskar Jihad Commander Ja’far Umar Thalib on 4 May was unlawful.

Dutch Ambassador Baron Schelto van Heemstra cut short his working visit to Maluku on Tuesday due to escalating tension in the area. In consultation with the authorities in Ambon, he cancelled visits to Tual, the capital of Southeast Maluku district, and the Banda Islands in Central Maluku district following the outburst of violence in Ambon on Sunday, the day of his arrival.

General Assistance

Mercy Corps celebrated the approval of its 100th grant in Maluku on 18 May. To date close to 89,000 people have benefitted from the projects, well over three-quarters of whom have been assisted with non-food items, shelter or water and sanitation support. The remainder have ben involved in peace building and food security activities.

Food

ACF is distributing food in West Seram, Amahai in Seram Island and North Buru this month.

Health

The International Medical Corps (IMC) has arrived in Ambon to support primary health services in the province.

Psychosocial Assistance

UNICEF concluded the EMDR (Eye-Movement Desensitisation and Reprocessing) training, with 35 participants attending. About 20 participants came from Jakarta, Madura, Aceh, and Surabaya and the rest came from Ambon and its surrounding areas. As part of the training, the newly learned techniques were practiced in four locations.

 

NORTH MALUKU

General Situation

The election process for the governor of North Maluku province is approaching its final stages. This week, in a move supported by the government, contestants were allowed to express their views and answer questions live on the local Ternate radio.

The North Maluku government is increasing efforts to encourage and assist IDPs from locations in Ternate to return to their villages in mainland Halmahera by providing transport, and in some locations, building materials. In a separate development, the local state-owned electricity company PLN announced that it would gradually cut electricity for IDPs still occupying abandoned buildings and houses in Ternate. This decision was taken because electricity arrears have reached nearly Rp2.6 billion (more than US$223,000) and so far the North Maluku District authority has not responded to requests for payment of the bill.

A Mercy Corps International (MCI) programme officer visited the province during the week to assess the possibility of MCI involvement in humanitarian activities.

IDPs

According to M. Yusuf Tuhuteru, Head of the Provincial Transmigration Department, 5,270 families of transmigrants (20,516 people) arrived between 1982 and 1999 from Java and other parts of North Maluku and were accommodated in 15 transmigration sites in Halmahera. The recent conflict displaced 1,334 of these families to North Maluku or Java. Now, due to the on-going return process, increasing numbers of transmigrants are returning from Java. So far, 218 families (624 people) have returned to Halmahera, and in addition, 153 families left Central Java by boat on Tuesday 22 May to return to Kao in Halmahera. Another 54 families (212 people) are scheduled to return to a transmigration site in Gane Timur sub-district next Wednesday, 30 May. The local government will provide assistance for the returnees.

According to the Satkorlak office, 35 IDP families (132 persons) from Ternate returned to six villages in Ibu subdistrict of North Maluku district on Wednesday 23 May 2001.

The PMI/ICRC Tracing and Mailing Service (TMS) team approached foster parents in Oba sub-district in order to return the children to their parents.

Food Security

ACF distributed food, soap, farming tools and seeds in Gane Timur sub-district.

WVI distributed farming tools in 10 villages and 267 family kits in Kao sub-district.

ICRC and PMI carried out an agricultural survey in Gane Barat sub-district. Initial findings suggest that livelihood is ensured mainly by subsistence farming of banana, cassava and sago. Difficulties faced by communities and especially returnees include shortages of building materials, which prevent them from fully utilising materials provided by the government, such as cement.

Health

A joint ICRC/PMI team, while on mission in Gane Barat sub-district, distributed a total of 403 hygiene family kits in six villages.

MDM has carried out routine consultations on Makian Island and in Ibu, Sahu and Jailolo sub-districts. In a new development, the District Health Office provided two doctors and an ambulance to improve health services in the three sub-districts. As a result, the MDM health coordinator may leave the area, as there would no longer be a need for their presence. MDM activities in other areas include a malaria survey in Porniti, Bukumatiti of Jailolo sub-district and the distribution of mosquito nets in Bataka and Tobelo villages of Ibu sub-district. A survey was conducted in severely damaged villages of Sahu sub-district.

MSF routine health consultations and treatment continues in Asimiro, Pumadada and Barataku villages of Loloda sub-district. Dysentery is the most common disease found in the area. Mobile clinic visits are taking place in Kedi, Doi Island and North Loloda. In Bacan, routine health consultations in Sayoang IDP camp continue.

IMC carried out routine health consultations in Kao, Tobelo, Galela, Morotai, and Posi-Posi Rao. IMC attended patients in Tobelo (155), in Daruba (76), Galela (160), Bere Bere (174) and Posi-Posi Rao (199).

Water and Sanitation

MDM maintained some garbage bins and sprayed insecticide for control of mosquitoes in the Gambula IDP location in Ternate City.
