The ERIKA which broke up off the coast of northern France in December 1999 could prove to be the a most significant loss. The European Union may well bring in a European version of the American OPA 90 that will demand the phasing out of elderly, sub-standard tankers from European waters under a proposed "Eur-OPA". Also, a further pollution fund may be required for tankers entering European waters.
