Now that's the legal shumuck outta the way (well I hope to the God I don't believe in that it is) down to buisness. For those not familar with Cyber City Oedo 808 here is a brief outline of the plot of the original OAV.

The Plot
It is the year 2808 and computerised crime proliferates in the neon ghettoes of the automated cyber cities. The Cyber Police combat this escalating crime rate by drafting hi-tech criminals into the force. Each criminal is fitted with a collar containing high-explosives. Failure to complete an assignment within the given time results in instant death - but successful missions reduce the convict's sentence.

File 1: Virtual Death (English Language Version)
50,000 people are trapped inside a cyber city skyscraper by an anonymous hacker who has infiltrated the building's security network. The mass murderer Sengoku is selected by Hasegawa, Cheif of Cyber Police, to identify the perpetrator. Only one man is known to have the expertise to do this - but he disappeared years ago...

File 2: Psychic Trooper (English Language Version)
Gogul, the mohawked computer-hacker unearths a covert military operation to manufacture a cyborg killing machine. A fusion of human corpse and mechinical body the cyborg killing machine combines super strength and mobility with devastating firepower. A live target is needed to test this new cyborg and Gogul has no alternative but to face the mighty machine and fight to the death.

File 3: Blood Lust (English Language Version) My FAVE!
The androgynous and volatile Benten is assigned to a possible vampire case where three genetic scientists have been sucked dry of blood. He investigates the Saionji Hospital but before any information can be found he is attacked by a pack of ferocious cyber beasts. Meanwhile Gogul has discovered that the dead scientists were working on a super-virus for immortality - with some deadly side-effects.

It is my view (and a helluva lot of other people) that File 3: Blood Lust is the best episode of the three mainly because it features alot of everyone's favourite bishonen Benten [sigh] and it has a really good storyline if not a rather pathetic and needs-to-be-killed-quickly-and-violently character is the form of the late, great *sarcastic* Remi Masuada.
