I believe this picture is of ultramn great shaking hands with two
people at an Ultraman convention.

This shot appears to be from the cinamatographer. In the history of
film, after production film takes are made (or before), the characters
pose in similar action shots used for "stills" in the promotion of the
product. These shots will look similar to the action of the film,
but not the actual action taking place.
One of my all time favorite pictures of Ultraman Great.
