For Windows 98 Users using IE 4.0
1. Download the Japanese Language Support listed under International Language Support on the Windows Update Page. Click here for Windows Update Page Remember to scroll down a ways to find it.
2. Download it. The computer will ask you to restart your computer to complete automatic installation.
3. After installation is complete get on your IE and click on Internet Options under the View bar. A window pops up, click on Languages near the bottom of the window. choose Japanese.
4. Next go to Fonts also under the View bar, click on Japanese.
5. Go to a Internet Site in Japanese, check if it works. If not try doing number 4. again while looking at the site.
This is how I was able to start reading Japanese on my computer.
