PURSUANT TO the above-listed Treaty(ies), I hereby make petition to the United Nations High Commissioner for Human Rights.

BE IT FURTHER KNOWN THAT I, Gordon Wayne Watts, do hereby petition and invoke the special authority of the UNHCHR to issue a request to the State party for what are known as “interim measures” in order to prevent any irreparable harm due to the following "Special circumstances of urgency or sensitivity," which shall be enumerated in this petition.

Since I am not "officially" authorized to bring a complaint on behalf of Theresa, I shall provide the nature of my relationship with her:

(1) According to my religion, all persons are commonly descended from ancestors, Noah, Adam, and Eve, and thus Theresa is my distant cousin and a blood-related relative.

(2) In the alternative, should we be discovered to have descended from apes and monkeys, we, nonetheless, are all "commonly descended," thus are blood-related.

(3) Theresa is not only a fellow-countryman and neighbor, but also a very visible neighbor, for her mistreatment has touched all persons, and there is civil unrest due to these mistreatments in our country, thus I hope to effect a speedy resolution to the problem, one in which "opinion" and "emotions" are put under subjection to "Adherence to the LAWS," be they State, Federal, or International.

(4) As a very visible neighbor, he mistreatments shall set a precedent on how others (myself included) are mistreated.

(5) Lastly, should all these fail, Theresa is a person with rights and feelings, due protection of the Laws and Rules.

APPROPRIATE JUSTIFICATION of why it is necessary for myself to proceed on behalf of Theresa in this complaint:

(1) Theresa is unable to speak for herself

(2) Her Court-Appointed guardians have all failed to procure her the protection of the State Laws of Florida ; the US Federal Laws ; and International Law cited above in the preface. Her guardians have included, but are not limited to the following:

(a) The Courts in general

(b) Her husband who has violated their marriage vows and who has definitely mismanaged funds for her rehabilitation and who has attempted to perform an illegal and unauthorized mercy-killing or possibly an attempted murder. Of note: There is evidence that he may have physically abused her, and this evidence was illegally suppressed from entry into court "discovery," and our Governor, John Ellis "Jeb" Bush, of Florida, is personally aware of this matter and has tried to help by intervening in court and asking for news laws to be passed, but has failed to enforce current State Law, which, if properly enforced, would protect Theresa.

Declarations on procedural articles: Acceptance of amendment to art. 20 (1):

ARTICLES of the Covenant or Convention alleged to have been violated:

(1) Inhumane and Degrading treatment has certainly taken place;
(2) Civil and Political Rights have been violated as outlined in the included civil complain(s)
(3) Theresa is a woman, and it is widely believed that this treatment, while not caused by her gender/sex is certainly worse exaggerated, this is made worse than a man would have to endure in an equal situation.

III. Exhaustion of domestic remedies/Application to other International Procedures

The steps taken by myself and various parties (procedures, court actions, times, and outcomes) are outlined below.

Several court remedies remain unresolved, but this complaint comes to you on the understanding that their application would possibly be prolonged to the extend that Theresa may die at the hands of an illegal violation of the laws so detailed herein.

I, Gordon Wayne Watts, do hereby certify that I myself have not submitted these complaints to any known international committee.

Furthermore, I hereby attest under penalty of perjure that, to my best knowledge, I do not know of any other complaints on behalf of Theresa having been submitted to any known international committees.
